Deer In Tochigi Contaminated With Radiation

Wild deer found in Tochigi, south west of Fukushima prefecture tested positive for radiation contamination. The deer were found to have 590 to 2037 becquerels per kilogram in their meat. A quick map estimate shows this location to be over 150km away from the plant and closer to Tokyo than to the plant. If deer this far away are testing significantly over the limit what does this say about farm animal contamination? Or over all contamination outside of the evacuation zone?
