Emergency At Fukushima Daiichi?

The Tomioka web cam catches all sorts of things, cows, ostriches, dogs and whatever the panic and emergency vehicles were yesterday.
We have been trying to determine the direction of the plant on camera but it is assumed the fire trucks were rushing to the plant. Based on looking at the Tomioka web cam in what is early morning in Japan, the trucks appeared to be rushing to Daiichi.   Either way there was something happening in the evacuation zone near the plant. Nothing appeared in the latest TEPCO plant reports as of a few hours ago. Whatever was going on needs to be explained by TEPCO.

Tomioka is between Daiichi and Daini as seen in the map.
