TEPCO Severed Power Line 4 Months Before Quake, Never Reconnected It

Bloomberg just released this news story. They are waiting for an explanation from TEPCO but Senkai Shimbun is reporting that TEPCO severed one of their incoming power lines 4 months before the quake during maintenance and never bothered to reconnect the power line. Had this line been repaired they would have had a power source during the disaster.
