TEPCO Delays Unit 1 Inspection Indefinitely
NHK is reporting that TEPCO will indefinitely delay the containment inspection work inside unit 1 at Fukushima Daiichi. Concerns about dust being disturbed by work to cut a hole into the containment structure was cited as the reason for the delay. This issue has already caused months of delays.
In November 2019 TEPCO installed a new dust monitor in the reactor well area of unit 1 to provide data on possible dust releases. At that point they planned to resume cutting work. TEPCO provided no further explanation for the new delay.

Could be fuel was completely vaporized due to extreme decay heat energy at 600 GJ thermal and so blew up fuel into microfragments and little or none melted into a mass of corium under reactor.
Paul, your theory is chilling, and completely plausible.
