TEPCO Tries To Sell Failed Bypass System Again

bypasswellsIn an unexplained change of plans TEPCO and the Japanese govt. are back to trying to sell the fishing groups and the public on their plan to use a failed water bypass system.

In late 2013 IRID directed TEPCO and the Japanese govt to begin work on a wide scale bypass project that would create diversion wells far outside the plant grounds. This would reroute groundwater before it has a chance to flow into the plant and become contaminated. Why TEPCO and the govt. are now trying to gain permission to use the old bypass system installed near the reactor buildings is not explained. TEPCO’s handout and none of the press stories explain why this is happening now.

The wide scale bypass may take time to complete installation. TEPCO has also run into repeated problems with the ALPS filtration system. TEPCO previously tried to make the fishing groups accept the contaminated water dumping when they were running out of storage room at the plant.

TEPCO’s handout gives vague assurances of contamination in the water that is below certain legal limits but fails to give the actual well readings. Earlier well readings when the system was initially installed showed that the wells at that time were partially contaminated. These wells also have the potential to see contaminated water from the leaking tank farms show up in them over time. TEPCO plans to only test the bypass well water once a month.
